Antrim & Newtownabbey Borough Council - Finance & Monitoring Programme Officer - Public Sector
Make a meaningful impact in your local community by supporting the delivery of the PEACEPLUS Programme, an initiative that funds projects focused on peacebuilding, reconciliation, and social inclusion across Northern Ireland and the border region.
Working closely with the Project Manager, you will provide financial and administrative support to the PEACE programmes, acting as part of the programme secretariat and helping to ensure the effective delivery, monitoring, and reporting of funded projects. You will also contribute to the implementation of local Peace Programme Strategies and Action Plans across the Antrim and Newtownabbey Borough Council area.
About the role:
- Hourly Rate: £20.29 p/h
- Location: Mossley Mill, Newtownabbey
- Hours of Work: 37 hours per week, Monday - Friday 9:00am - 5:00pm
- Duration: Temporary initially for 3 - 6 months with possible extension

Duties:
- Assist in providing financial and statistical support across a portfolio of
approximately 39 projects (c. €5 million / £4 million), working in both Euro and Sterling.
- Supporting financial procedures in line with EU audit and compliance requirements
set by the Special EU Programmes Body.
- Contribute to financial monitoring, reporting, and compliance processes,
including use of the funder’s JEMS system, and assist in the collation and interpretation of
programme data.
- Liaising with internal teams and external partners to
assist with budget monitoring and forecasting, ensuring alignment with funder requirements.
Criteria:
- A Level 5 qualification* (or
equivalent) in Accounting,
Finance, Public Sector
Financial Management or
Business Studies with finance
specialism
*On the UK Qualification
Framework
Consideration may be given
to applicants who do not
hold the above qualification,
but can demonstrate at least
2 years’ relevant experience
as outlined in the essential
experience criteria.
- At least 1 years’ experience
in a role involving Financial
Management to include the
following: - Experience of monitoring,
auditing and evaluating
budgets and activities
relating to the delivery of
an Action Plan or similar. - Experience of using financial
tracking systems, analysing
data and producing reports.
- Knowledge of governance
and practices with respect
to the administration of
funding.
- Full current driving licence
and access to a form of
transport to enable the
duties of the post to be
carried out in full
