Buyer - Northern Ireland Water - Full Time

Northern Ireland Water is seeking a Buyer to join its award-winning Procurement Team, supporting the delivery of contracts worth over £200 million annually. This is an excellent opportunity for a commercially minded individual to gain hands-on experience across the full procurement lifecycle, working with internal stakeholders and suppliers to deliver value, compliance and operational excellence.

- 9–12 Month temporary contract initially
As Buyer, you will play a key role in supporting procurement activities across the organisation, helping to ensure contracts are awarded efficiently, compliantly and in line with best value principles. Key responsibilities include:
- Managing tender processes for contracts above and below regulatory thresholds
- Developing tender documentation in collaboration with stakeholders
- Coordinating evaluation panels and supporting tender assessments
- Conducting commercial and price evaluations of supplier submissions
- Preparing contract award documentation and supplier feedback
- Supporting contract negotiations and extension activities
- Monitoring supplier performance, spend and key performance indicators
- Conducting market research to identify opportunities and inform procurement decisions
- Analysing procurement data and producing reports to support decision-making
- Ensuring compliance with Utilities Contract Regulations and internal procurement procedures
Criteria:
- A minimum of 5 GCSEs to include Maths and English at grade C or higher.
- A minimum of 3 A levels or equivalent at grade C or higher with at least 2 years’ experience working in an office or customer facing environment
OR
A third level qualification (e.g., HNC, HND, Degree or equivalent) with at least 1 years’ experience working in an office or customer facing environment.
- Proficient in the use of Microsoft Word, Excel and Outlook. MS Excel experience should include the ability to analyse and manipulate data for presentation in a professional manner.
- Have full CIPS membership (MCIPS) or willing to study to obtain CIPS professional qualification with full support of NI Water.
