Policy Manager - Belfast
This role involves leading the strategic development and delivery of policy work related to public inquiries and associated activities. You’ll be responsible for producing high-quality reports, briefings, and consultation responses, while building strong relationships with government officials, voluntary organisations, and key stakeholders to influence policy outcomes.
As part of the senior leadership team, you’ll work closely with colleagues to embed learning from public inquiries across all areas of the organisation. You’ll also support internal teams in applying this knowledge to improve practice and drive consistent, informed policy development.
About the role:
- £23.60 per hour,
- Monday to Friday
- Full-time, 37 hours a week
- Public sector
- Temporary role until 31 March 2026
What you'll be doing in this role:
- Analyse submissions to Public Inquiries and reviews including (but not limited to) Muckamore Abbey Hospital Inquiry, Urology and Covid 19 Inquiry to identify any learning for PCC and the wider HSC system which may influence or improve the delivery of PCC’s statutory functions and its policy and impact role.
- Manage the delivery of the PCC work plan for Associates supporting PCC work on Public Inquiries.
- Keep abreast of all developments and updates arising from Public Inquiries and advise Senior Policy Impact and Influence Manager of any implications for PCC.
- Provide regular briefings to Executive Management Team and PCC Council on any updates regarding Public Inquiries.
- Lead the production of high-quality written policy recommendations, briefings, publications, consultation responses, presentations, and other materials that communicate complex messages clearly and effectively to a range of audiences.
- Brief and support staff who are required to participate in the Inquiry and ensure that they receive relevant guidance on best practice throughout the Inquiry process.
- Ensure comprehensive media monitoring in respect of Public Inquiries and related policy initiatives and ensure the Executive team and PCC Council are briefed in a timely and appropriate manner, recommending actions to be taken where necessary.
What you'll need for this role:
- Hold a university degree or relevant professional qualification in Social Policy, Politics, Philosophy or PPE.
- AND a minimum of 3 years’ experience of Policy Development and analysis.
- OR 5 years’ experience of Policy Development and analysis.
- AND a minimum of three years’ experience of developing high-quality briefings, consultation responses, reports and other policy outputs for senior staff and system-level influence.
- A minimum of three years’ experience at management level, to include the management of people.
- Demonstrate evidence of ability to performance manage large programmes of work, including evidence of setting and meeting targets and working to deadlines
- Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.
