PSCP Support Officer - Antrim & Newtownabbey Borough Council - Mossley Mill
 
Play a key role in supporting the Policing and Community Safety Partnership by providing financial monitoring, project support, and administrative assistance to help deliver the PCSP strategy and action plan across the borough

About the role:
  • £19.66 per hour
  • Location: Mossley Mill operational delivery across the Borough 
  • Hours of Work: 37 hours
  • Duration: Up to 3 months pending review

What you'll be doing in this role: 
  • To assist with the delivery of the PCSP Action Plan by providing support to the Co-Ordinator including the maintenance of programme files, verification of expenditure, processing of payments and monitoring of projects.
  • Assist in ensuring that the PCSP administration and programme budgets allocated are appropriately managed within the agreed budget limits and timescales.
  • Assist in undertaking a quotation/tendering process for the appointment of appropriate delivery agents to deliver actions detailed within the action plan. Where an open call or alternative method of appointment is selected to assist with the design and implementation of the mechanism for awarding funding e.g. small grants programme.
  • To perform eligibility checks on all expenditure incurred in the execution of the Policing and Community Safety Programme in accordance with the funding regulations. 
  • To operate within the approved budget including the business plan and programme allocation and prepare programme budgets and programme forecasts as required, throughout the life of the programme.
  • To perform the financial operations required to process project claims for payment and ensure that accurate records of all claims and expenditure relating to the programme are maintained both by the project promoters and the Council.
What you'll need for this role:
  • A third level qualification in a relevant discipline.
  • Consideration may be given to applicants who do not hold a third level qualification but who can demonstrate a minimum of 4 years relevant 
    experience as above.
  • At least 2 years post qualification experience in a support role to include:
  • Managing individual projects, monitoring finances and progress against agreed outcomes. Contract management, procurement compliance, letters of offers. 
    Vouching financial claims and managing payments.
    Proven experience of effective partnership working.Collating and analysing monitoring data. Producing reports and minute taking
  • Ability to establish effective working relationships
    • Excellent administrative and organisational skills
    • Excellent communication skills, including report writing
    • Excellent time management skills and ability to work to deadlines
    • Proven ability to work within budgets
  • Comprehensive knowledge of governance and accountability practices with respect to the administration of partnership funding.
    An understanding of issues affecting Community Safety and Policing in Northern Ireland
  • Competent in the use of Microsoft Office and Windows Applications, Social media platforms.
  • Ability to be flexible and work evening and occasional weekends
  • Full current driving licence and access to a suitable form of transport to enable the duties of the post to be carried out in 
    full, or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
    Available to work after hours, particularly evenings, to facilitate engagements and meetings.
