HR Systems Specialist - Belfast - NI Water 
 
As a HR Systems Specialist your responsibility will be to provide quality assurance of NI Water’s HR & Payroll systems and process development, to support the implementation of a new integrated HR & Payroll system, and to support the ongoing digital requirements of the HR directorate.

About the role
  • £28,441 per annum
  • Location: Westland, Belfast 
  • Duration: Full time, Fixed-term for 12 months 
  • Closing Date: Thursday 22nd May   
 
Role responsibilities:
  •  Identify system and process improvements and develop specifications and change requests by working with 
    stakeholders and system providers and collaborate with the wider team to plan implementation.
  •  Plan for and test all system patches and upgrades in all HR systems by developing test plans based on system 
    specifications and knowledge of HR and Payroll processes.
  •  Utilise specialist knowledge of the Corporate HR system (Oracle EBS/Fusion) and strong troubleshooting skills 
    to proactively resolve all system related issues, collaborating with internal and external stakeholders as 
    required to bring about an effective resolution. 
  •  Manage system upgrades, understanding the implications for HR systems of changes and coordinating with 
    relevant stakeholders impacted on changes, testing functionality for adoption into BAU processes
  •  Provide support and advice to end users of the system, escalating issues as appropriate to other HR colleagues 
    or more senior members of the directorate as appropriate. 
  •  Provide training to end users on new processes as they transition from testing to business-as-usual activity.
  •  Develop and design training materials to support any major changes to BAU processes or as part of the new 
    system implementation. 
  •  Participate in a programme of data cleanse, including extracting, reviewing and refining our existing data to 
    ensure it’s of high quality prior to being migrated into the new system.
  •  Lead and develop a plan of ongoing audit reviews of data in the system, targeting specific areas to ensure that 
    the accuracy and integrity of our data is maintained. 
  •  Lead and manage various projects of the Total Reward team and the HR directorate, for example, leading 
    Business Continuity planning for the HR department and other projects, as required. 
 
Criteria:
  • Have a minimum of 5 GCSEs, Grade C or above (to include English Language and Maths) or equivalent e.g. relevant NVQ Level II.
  • Have 2 years’ detailed knowledge and experience of working with HR and Payroll processes.
  • Minimum of 2 years’ experience working with HR/ Corporate/ Financial systems.
  • Understanding of payroll process and regulations
  • Testing of payroll / financial / corporate systems to provide assurance of system functionality
  • Utilisation of reporting systems 
  • Liaison with internal stakeholders such as HR, ICT, systems colleagues and external stakeholders such as systems providers and specialists 
  • Proficient user of the Microsoft Office suite (Word, Excel, Outlook, etc).
  • Demonstrable attention to detail, good problem solving and research skills.
  • Technical knowledge and experience of being an administrator or super user of an HR & Payroll integrated 
    system and experience of testing changes.
  •  Previous experience of providing system support to Oracle EBS or Fusion 
  • Experience of working on a large system implementation project to include data manipulation tools and 
    techniques used for data cleansing and validation
  •  As part of the reference checking and vetting process for this position you will be requested to undertake a Basic Access NI Disclosure. Having a criminal record will not necessarily be a bar to obtaining a position.
