Business Manager - Belfast
 
This role is focused on ensuring the institute operates effectively, delivers strategic objectives, manages resources efficiently, and maintains strong stakeholder relationships. The HSC Data Institute (HSCDI) is a directorate of DHCNI (Digital Health & Care NI), works across HSC organisations to provide solutions and support to data challenges and initiatives. 
 
About the role:
  • £24.45 per hour 
  • 37.5 hours a week
  • Temporary from 1st October 2026 until 31st March 2027
  • Location: Belfast
  • Public sector

What you'll be doing in this role:
  • Support development and delivery of the strategic plan.
  •  Oversee the coordination and delivery of the portfolio of projects.
  • Ensure compliance with organisational, regulatory, and data governance requirements.
  •  Develop policies, procedures, and operational frameworks.
  • Lead day-to-day business operations of the institute.
  • Support continuous improvement activities.
  • Build and maintain relationships with key stakeholders
  • Monitor expenditure and ensure value for money.
  • Identify and secure funding opportunities, grants, and partnerships.
  • Prepare financial reports and forecasts for senior leadership.
  • Ensure projects align with organisational and stakeholder priorities.
  • Monitor risks, issues, dependencies, and benefits realisation.
  • Support programme governance arrangements and reporting.
What you'll need for this role:
  • University degree OR Professional qualification OR At least 2 years’ experience in fast-paced environment (Health or Governance would be ideal but not essential)
  • Good written skills for example business cases, proposals, bids, reports
  • High level interpersonal & verbal communication skills
  • Ability to set and work to agreed objectives
  • Working across different teams/organisations and types/levels of staff groups
