Monitoring Officer - Mid & East Antrim Borough Council  | Larne
 
Join Mid & East Antrim Borough Council as a Monitoring Officer in Larne and play a key role in the inspection and monitoring of all council properties to ensure compliance with statutory legislation relating to building maintenance.
 
About the role:
 
  • £15.31 per hour
  • Location: Larne
  • 37 hours a week
  • Temporary ongoing
  • Closing date: Thursday 6th August 2026 at 12 noon 
What you'll be doing in this role:
  • Carry out weekly and monthly tests in all council premises of emergency lighting systems, fire alarm systems, intruder alarm systems, fire-fighting equipment, domestic hot water systems, legionella checks and emergency door operation and advise on appropriate action required.
  • Monitor and record all test and checks and maintain up to date building logbooks and certificates ensuring information is maintained within the call logger system.
  • Adhere to and comply with all Council policies and procedures relevant to this role, including arrangements for risk management.
  • Carry out maintenance tasks as necessary when noted during routine inspections including replacement of emergency and ordinary light fittings, fire extinguishers and break glass call points.
  • Monitor and record meter readings for all council utilities including order, collect and deliver requisite materials required to complete tasks.
  • Checking and resetting of heating/ventilation control systems, fire alarms, intruder alarms and access systems.
What you'll need for this role:
 
  • Minimum of 5 GCSEs to include Maths and English Language (Grade C or above) or equivalent qualifications to demonstrate literacy and numeracy.
  • Applicants must be in possession of a NEBOSH Certificate in Occupational Health and Safety or equivalent.
  • Be able to demonstrate, by providing personal and specific examples, that they have 2 years’ (4 years if they do not possess the academic qualification in criteria 1) experience in building maintenance environment which should include:
    • Monitoring and recording usage data to provide management information.
    • Successfully communicating with a range of stakeholders in a positive manner.
    • Successful surveying of properties and compilation of records to reduce risk to the organisation.
  • Demonstrable experience of successful testing in a minimum of 3 of the following areas:
    • Emergency lighting systems
    • Fire alarms systems
    • Intruder alarms
    • Fire-fighting equipment
    • Domestic hot water systems – legionella checks
    • Emergency door operation
  • Be able to demonstrate, by providing personal and specific examples, that they have 2 years’ (4 years if they do not possess the academic qualification in criteria 1) experience working within a Health & Safety Officer role delivering in the following areas:
    • Developing and implementing H&S policies and procedures that are aligned to corporate priorities and in accordance with legislation and best practice.
  • A full current driving licence valid in the UK and access to a vehicle OR have access to a form of transport that enables you to carry out the duties of the post.
