Estate Services Officer - Antrim & Newtownabbey Borough Council - Antrim Civic Centre
Antrim & Newtownabbey Borough Council is seeking an Estate Services Officer to support the delivery of high-quality estate management services across its property portfolio.
This varied role will contribute to the effective maintenance, operation and development of Council-owned assets, ensuring facilities remain safe, functional and fit for purpose. Working closely with internal teams, contractors and stakeholders, the successful candidate will assist in managing property services, overseeing maintenance programmes and supporting the delivery of modern, efficient facilities that meet the needs of the Council and the wider community.

- £20.66 per hour
- Antrim Civic Centre
- 37 hours per week

What you'll be doing in this role:
- To support the delivery of a range of functions within the Estates Services Section as set out in the corporate plan and the annual business plan, particularly in relation to the delivery of functional, safe, modern and efficient property assets.
- To manage staff, organising and monitoring operational aspects of the work and managing external contractors
- To ensure accurate and timely production of all requested information as requested by the Estates Services section.
- To advise the Lead Estate Services Officer on current trends, best practice techniques and technologies in Estates Services as well as regular, up to date statistics and management information
Contribute to the delivery of services in Antrim and Newtownabbey Borough Council maintained properties, Including the following areas:
· Contract Management and Annual Order Management
· Mechanical, Electrical and Building Services functions
· Facilities/Building Maintenance
· Security on all Council properties
· Graffiti removal
· Caretaking/Cleaning
· Heating, Lighting, Electricity and Water Supply

Contribute to the continual provision of high quality modern building facilities for the end user by means of a documented strategic plan for the maintenance, refurbishment and adaptation of the building asset stock, and where required, additions to and deletions from the stock. To assist in the financial profiling and programming of this plan.

Contribute to the
development of annual objectives, performance indicators and work programmes in
line with the Council’s Corporate Plan, best practice and the service’s annual
Business Plan.

Provide specialist knowledge and support across the Council, to contractors and to external organisations.
What you'll need for this role:
- A Degree in a relevant discipline such as Electrical,Building Services, Mechanical Engineering,Construction, Building Surveying or
other equivalent Level 6 qualification as per the qualification framework in a relevant discipline
- Consideration may be given to those candidates who do not hold the above academic qualification but who can demonstrate a minimum of 3 year’s relevant experience as outlined below.
- Have a minimum of 1 years’ experience of building construction to include two of the following:
(a) Experience of building construction and current building techniques and their application
(b) Experience of planned preventative maintenance systems and application of same
(c) Knowledge and experience of health and safety legislation with regards to facilities management
(d) Experience of facilities contract management
Have a minimum of 1 years’ experience in the management and supervision of staff and contractors.
- Ability to effectively manage staff
High level of written and verbal communication.
- Knowledge of health and safety legislation.
- A full current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
