Northern Ireland Housing Executive - Senior Procurement Project Manager - Belfast

About the role: 
  • Location: Belfast
  • Hourly Rate: £19.81 ph 
  • Hours of Work: 37 hours per week, Monday to Friday, 9:00 am - 5:00 pm
  • Holidays: 38 days pro-rata
  • Duration: Temporary, ongoing

As a Senior Procurement Project Manager you will lead and manage the delivery of construction procurement exercises. This role involves close collaboration with clients and the Corporate Procurement Unit to ensure timely and efficient procurement processes that meet programme targets and deadlines. Key responsibilities:
  •  Manage and deliver construction procurement exercises, ensuring alignment with programme targets and compliance with public procurement policies.
  • Develop and draft construction contract documentation, including NEC contracts, ensuring best practices are followed.
  • Collaborate with internal stakeholders to establish procurement requirements and prepare tender documentation, including KPIs and activity schedules.
  • Conduct risk analysis and ensure adherence to health and safety regulations throughout procurement processes.
  • Lead a small team, providing mentorship and support to enhance team performance and professional development.
  • Contribute to the continuous improvement of procurement practices and policies to achieve value for money.
Criteria:
  • A Bachelor’s Degree (or equivalent Level 6 qualification) in a relevant discipline with at least 3 years of relevant experience in building/construction OR a BTEC Higher (Level 5) with 4 years of experience OR 5 years of significant experience through equivalent professional development.
  • Membership or commitment to attaining membership in a recognized professional body in building/construction or procurement (e.g., CIPS).
  • Significant experience in client liaison, contract documentation preparation, NEC contract management, and leading construction procurements.
  • Proven ability to develop strong working relationships, excellent planning and organisational skills, and effective communication capabilities.
  • Current driving license or access to transport to meet the requirements of the post.
