HR Operations Manager - Belfast - Permanent
Join Northern Ireland Water as an HR Operations Manager in Belfast and play a key part in developing and leading continuous improvement within the HR Operations function and support organisational transformation programmes through the delivery of business-focused, HR solutions.
About the role:
- £44,264 - £59,018 per annum
- Westland House, Belfast
- Full time, 42 hours per week
- Monday – Friday, start 8 - 10am, finish 4 - 6pm

What you will be doing in this role:
- To provide support in implementing HR and business change initiatives aimed at improving HR and organisational capability.
- To develop, monitor and implement HR Operations policies, strategies and guidance across the organisation, in support of NI Water objectives and values, working with key stakeholders and having regard to best practice, appropriate research and appraisal.
- To develop and sustain stakeholder partnerships, and provide senior managers, employees, trade unions and others, with high level advice, guidance and professional support on all aspects of HR Operations.
- To assist in the capacity building of managers across the organisation in dealing with issues relevant to the postholder’s areas of responsibility.
- To ensure the accurate and timely production of all information for corporate reporting purposes, official returns and for performance and quality measurements and initiatives, and to prepare associated reports and presentations to support high-level decision-making at Executive Committee, Board and other forums as required.
- To oversee the management of key contracts that are employed to support the delivery of the HR Operations function, including Occupational Health and Welfare Services, Executive Search provision and Recruitment Consultancy Services.
- To undertake other relevant duties as required.
What you will need for this role:
- Relevant third level qualification (HND or Degree or equivalent) and two years’ experience of leading and managing the effective implementation of HR policies, protocols or initiatives in a large organisation. OR,
- Three years’ experience of leading and managing the effective implementation of HR policies, protocols or initiatives in a large organisation.
- Two years’ relevant experience in at least four of the following six areas:
- Coaching, developing and supporting operational, non-HR managers in the application of HR policies and procedures.
- Analysing complex information and producing high-level reports and advice for senior managers and other key stakeholders.
- Developing and implementing best practice HR policies, procedures and initiatives.
- Overseeing the end-to-end management of complex recruitment and resourcing activity.
- Supporting complex organisational and structural change to deliver demonstrable business improvement.
- Line management of a diverse team of HR staff.
- Current driving licence and a private vehicle available for official business OR access to a form of transport which will enable the postholder to meet the requirements of the role.
