Skills Development Officer- Ballymena - Mid & East Antrim Borough Council.

  • Location: Ballymena.
  • Rate of Pay: £18.85
  • Hours of Work: Monday - Friday, 37 hours per week.
  • Duration:  Temporary until 31st March 2023

Duties:

The Skills Development Officer will be responsible for the co-ordination and operation of the new Mid and East Antrim Labour Market Partnership (LMP). 

  • The aim of the LMP is to help improve employability outcomes and labour market conditions locally by working through co-ordinated, collaborative, multi-agency partnerships, achieving regional objectives.
  • Being flexible to meet the needs presented by localised conditions and helping to connect employers with employees.
  • Develop and deliver local plans tailored to Mid and East Antrim Borough Council area depending on skills and sector requirements; agreeing sector/industry needs at a local level.
  • Reviewing supply and demand for skills, expertise, and qualifications at a local level and commissioning new provision to fill any local gaps.  
Criteria: 
  • Applicants must have a Third Level Qualification
  • Candidates must be able to demonstrate two years’ experience in the following areas:
  • Experience in an Economic Development function  to include:
  • Developing, monitoring and managing the successful implementation of employability projects to address specific challenges ensuring compliance with relevant corporate policies and/or funder requirements
  • Developing and leading partnerships with external organisations or in professional project teams to successfully deliver projects and to meet identified employability priorities
  • Identifying, securing and management of external funding sources
  • Financial management, analysis and reporting
  • A comprehensive knowledge of the economic development policy environment and the local, regional and national challenges facing the economy
  • A thorough knowledge of the range of business support initiatives available to support the development and growth of the economy
  • A clear understanding of the workings of local government and the wider environment and political context in which it operates
  • A full current driving licence valid in the UK and access to a vehicle OR have access to a form of transport that enables you to carry out the duties of the post
4 years experience in all of the above should criteria 1 not be met
